Riyadh, September 29, 2026, SPA -- Saudi Arabia has strengthened its national framework for governing the responsible use of AI through a range of regulations, policies and ethical principles aimed at supporting innovation, protecting rights and mitigating associated risks.
Led by the Saudi Data and AI Authority (SDAIA) since its establishment as Saudi Arabia's national authority for data and AI, these efforts are guided by a national strategy aligned with Saudi Vision 2030, seeking to position Saudi Arabia among the world's leading data- and AI-driven economies.
The framework includes the AI Ethics Principles, AI Adoption Framework, Generative Artificial Intelligence Guidelines for Government, National Occupational Standard Framework for Data and AI, and the National AI Index (NAII), which measures government agencies' readiness and tracks their progress. These instruments establish governing principles including fairness and transparency, explainability, privacy and security, accountability, and risk assessment throughout the lifecycle of intelligent systems.
SDAIA has also launched the National AI Risk Management Framework, a practical guide providing a unified national methodology for identifying, assessing, addressing and monitoring AI-related risks, enabling government and private-sector entities to adopt AI safely and responsibly. Since AI systems can pose risks that differ from those posed by conventional technologies, with potential impacts on individuals, organizations and the national economy, the framework is built around an institutional, regulatory and technological environment capable of anticipating and addressing these risks—featuring clear governance arrangements, controls and standards to reduce both the likelihood and severity of harm, strengthen institutional readiness, and protect rights, data and privacy.
